Choose the allowance first. Then measure the whole bag.
Air Canada publishes a standard carry-on maximum of 55 cm high, 40 cm wide and 23 cm deep (21.5 × 15.5 × 9 inches). Its personal-item box is 33 cm deep, 43 cm wide and 16 cm high (13 × 17 × 6 inches). Measurements include wheels and handles. Air Canada says the rules are strictly enforced and an oversized bag may need to be checked for a fee.

03 / Measure correctly
Six checks before buying or leaving home.

Stand the bag upright and measure from the floor to its highest fixed point, including wheels.

Retract the pull handle, but include its housing and any top or side handle that does not flatten.

Measure the widest outside points, including side bumpers, pockets and zipper tracks.

Measure depth after packing; an expansion zipper or overfilled soft panel can change the result.

For a personal item, measure all three sides. This checker sorts them longest to shortest, so rotating the bag does not create a false result.

For a partner-operated flight, check the baggage rules of the airline operating the first segment.
04 / Airport reality
Passing the dimension check is only one part of the trip.
Air Canada does not publish a carry-on weight maximum, but says you must be able to place the standard bag in the overhead bin without assistance.
Check Economy Basic first
For travel within Canada or to and from the U.S., Mexico, Central America and the Caribbean, qualifying Basic tickets may include only one personal item. Air Canada says an onward international connection permits a standard bag plus a personal item.
Expect measurement
Air Canada says it uses automated carry-on sizers at pre-security and/or pre-boarding. A marketing size label is not what the machine reads.

05 / Pack deliberately
Organization helps. Compression does not change the hard limits.
Packing cubes can reduce suitcase sprawl, but they do not make an over-size shell compliant. For liquids, CATSA says containers must be 100 ml/100 g or less and fit in one clear resealable bag of no more than 1 L.
Keep the inside organized.
Compare cube dimensions with the inside of your case, then prioritize durable zippers over a high piece count.
